Republican for Arizona State Senate, Legislative District 20
Charles Loftus, Ph.D., is an Arizona native, born in Nogales and raised in Phoenix. Growing up in northwest Phoenix he attended Sevilla grade school and Alhambra high school. As a teenager he worked for several valley based companies including A.J. Bayless and his father’s advertising business. He entered law enforcement after high school and has been an Arizona law enforcement officer for over 30 years, having served with the Maricopa County Sheriff’s Office, Arizona State University Police, the Arizona Attorney General’s Office, and the Office of Inspector General at DES. He earned his Ph.D. in Public Administration with an emphasis on Criminal Justice Public Policy (police and public corruption) from Arizona State University. He also earned a Master in Public Administration with an emphasis on organizational behavior and public policy analysis from Arizona State University.
After retiring from law enforcement Dr. Loftus became an instructor with the Arizona State University School of Criminology and Criminal Justice teaching counter-terrorism, domestic terrorism, intelligence, and research methods. He is the director of an intensive study abroad program through ASU that takes students to Israel to learn about counter-terrorism, Islamic fascism, jihadism, martyrdom, and emergency responses to terrorism.
Dr. Loftus has witnessed firsthand how Arizona government has worked and at times failed its citizens. Over the years, he has had to implement what previous legislators enacted. He has been witness to the many faults and corruption within Arizona government and it is something he passionately wants to change, to improve. He is inspired by courageous people who take on the establishment and win. He believes that there is a movement in this country that is dedicated to restoring our Constitution and the Bill of Rights and he can contribute to it.
As an investigator he investigated some of Arizona most complex frauds and abuses of power. He worked diligently to Protect Arizona which was his unit’s motto. He still strives to Protect Arizona in any way he can. He would describe himself as a Republican Conservative with very pro law and order leanings. He would like to help expose and eliminate corruption in government. Like you, he is fed up with politicians that say anything to get elected then support the lobbyist who supplies them the most. Many of these legislators, in his view, are no more than lobbyists themselves with an “Honorable” in front of their name.
In his private life Dr Loftus volunteers with the Boy Scouts of America where he is the Chartered Organization Representative for a west valley troop. He is an amateur radio operator (KG7KRN, Extra Class), Arizona game hunter and off road enthusiast. Dr. Loftus has lived in the same house in LD20 since he married his wife Rebecca 25 years ago. As a result, Dr. Loftus has an excellent understanding of the LD20 community, its needs and most importantly – it’s people.
Dr. Loftus serves on the Advisory Board for Annual Editions: Homeland Security and Annual Editions: Violence and Terrorism. He is also a member of the International Association of Chiefs of Police, the Arizona Association of Chiefs of Police, International Association of Directors of Law Enforcement Standards and Training, Fraternal Order of Police, American Society for Industrial Security (ASIS), Arizona Justice Educators Association, and the Thunderbird Amateur Radio Association. He’s also holds a private pilot’s license.
